TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall Wednesday, November 11, 2009 Approximately 7:20 p.m. Minutes 1. Call the town board meeting to order. At 7:13 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on November 8, 2009, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 7:00 a.m. and 8:00 a.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer; Danny Swearingen, Supervisor arrived at 7:23 p.m. Also in attendance: Mary Emerson, Betty Seckora, Lois Persen, and Jon Johnson. 4. Approval of the agenda. Discussion and action. On motion by Wallace / Bethel to approve agenda. Motion carried. 5. Minutes of October 14, 2009 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of October 14, 2009 town board meeting. Chairperson Bethel asked for additions for corrections to the minutes. None given. On motion by Wallace / Bethel to accept minutes as read. Motion carried. 6. Treasurer’s report and report of accounts receivable. Discussion and action. Treasurer Luell gave the following report: In Johnson Bank – as of 09/30/09 in the checking account was $216,216.82. General Deposits $27,570.80. Interest $185.58. Total Credits $243,973.20. Checks Returned $62,503.30. Bank Statement Balance 10/31/09 $181,469.90. No outstanding Checks. Reconciled Balance 10/31/09 $181,469.90. Discussion followed. On motion by Wallace / Bethel to accept treasurer’s report as read. Motion carried. 7. Motion to approve 2010 Casey Town Budget. Discussion and action. On motion by Bethel / Wallace to approve the 2010 Casey Town Budget. Motion carried. 8. Zoning permits. Section 26 Lois Persen rezone 20 acres to residential – agriculture. Discussion and action. Rezoning application for: Thomas Persen Estate. Request to Rezone: Map# CA 645 – 38.22 acres Part of the NW ¼ NE ¼ in Section 26-40-16 Town of Casey, to rezone 18.22 acres of property described above from Forestry to Residential Agriculture to sell 20 acres and retain remaining 18.22 acres. Discussion followed. On motion by Swearingen / Wallace to approve the rezoning application for the Thomas Persen Estate. Motion carried. 9. Public comments. None. 10. Road maintenance: Discussion and action. a. Jon Johnson, Washburn County Highway Commissioner updates of re-engineering bid procedures, LRIP funding, and reductions in staff impact on snowplowing. Jon Johnson, Washburn County Highway Commissioner gave his presentation on re-engineering bid procedures, LRIP funding, and reductions in staff impact on snowplowing. Discussion followed. b. Update on road projects to be completed this fall. Supervisor Swearingen and Chairperson Bethel gave an update on fall road projects. Discussion followed. c. Complaints and compliments. None. 11. Applications for Liquor, Cigarette, and Operators Licenses. Examination and action. Operator license applications from: Rebecca L Friebe and Lisa A Talbert. Board viewed operator license applications. On motion by Bethel / Wallace to grant operator license to Lisa A Talbert and table the application for Rebecca L Friebe (which is incomplete). Motion carried. 12. Update on Election Worker retention. Discussion and action. Election Inspectors will be appointed at the December 2009 meeting for the 2010 and 2011 election years. 13. Report on workshops attended and those who will be attending upcoming workshops. There will be Election training for Washburn County Election Inspectors on November 12, 2009 and an Election WisLine on December 3, 2009, that Clerk Slabaugh will attend. On November 19, 2009, Treasurer Luell plans to attend the Washburn County Treasurer / Clerk meeting. 14. Correspondence. Action and filing. Correspondence read by the board. On motion by Swearingen / Wallace to file correspondence. Motion carried. 15. Paying of bills. Discussion and action. Bill numbers 5122 – 5137 and 5140 – 5142 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Bethel / Wallace to pay bill numbers 5122 – 5137 and 5140 – 5142. Motion carried. 16. Set date for next town board meeting. The next Town Board meeting will be Wednesday, December 9, 2009, at 7:00 p.m., at the Casey Town Hall. 17. Adjournment. At 9:00 p.m., on motion by Wallace / Bethel to adjourn. Motion carried.
