TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall February 11, 2009 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:00 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on February 7, 2009, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 4:00 p.m. and 5:00 p.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer. Also in attendance: Terrence Ormsby, Mary Emerson, Betty Seckora, and David Schroeder. 4. Approval of the agenda. Discussion and action. On motion by Wallace / Swearingen to approve agenda. Motion carried. 5. Minutes of January 14, 2009 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of January 14, 2009 town board meeting. Chairperson Bethel asked for additions or corrections to the minutes. None given. On motion by Wallace / Swearingen to accept minutes as read. Motion carried. 6. Treasurer’s report and report of accounts receivable. Discussion and action. Treasurer Luell gave the following report: In Johnson Bank – as of 12/31/08 in the checking account was $384,135.37. General Deposits $26,870.02. Tax Deposits $1,014,718.66. Interest $835.04. Total Credits $1,426,559.09. Checks Returned $270,955.92. Bank Statement Balance on 01/31/09 $1,155,603.17. Outstanding Checks $45.00. Reconciled Balance on 01/31/09 $1,155,558.17. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Zoning Permits. None. 8. Public comments. None. 9. Road maintenance. Discussion and action. a. Winter roads report. Supervisor Swearingen gave an update on winter roads. b. Update on application for federal funding to re-engineer feeder roads to Stresau Labs. Chairperson Bethel gave an update on the application for federal funding. c. Establish components and authorize creation of advertisement for bids for summer road maintenance, blacktopping and re-engineering projects. Discussion followed. d. Complaints and compliments. None. 10. Revision to Uniform Dwelling Code Ordinance. Discussion and action. Discussion followed. On motion by Wallace / Swearingen to table Uniform Dwelling Code Ordinance until the March 2009 meeting. Motion carried. 11. Brainstorm components for spring newsletter. Discussion and action. Discussion followed. 12. Update on spring primary and elections. Discussion and action. Chairperson Bethel gave an update on the Caucus held in January. 13. Motion changes per diem and hourly rates for all non-elected Town positions. Discussion and action. Discussion followed. On motion by Bethel / Swearingen to increase Plan Commission members per diem to $25.00 a meeting, Election Workers to $8.50 per hour and non-appointed workers to $8.50 per hour. Motion carried. 14. Report on workshops attended and those who will be attending upcoming workshops. Discussion and action. On February 7, 2009, Chairperson Bethel, Supervisors Swearingen and Wallace, and Treasurer Luell attended the WTA District Meeting at Siren. 15. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Swearingen to file correspondence. Motion carried. 16. Paying of bills. Discussion and action. Bill numbers 4955 – 4972 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Bethel / Wallace to pay bill numbers 4955 – 4972. Motion carried. 17. Set date for next town board meeting. The next town board meeting will be Wednesday, March 11, 2009, at 7:00 p.m., at the Casey Town Hall. 18. Adjournment.
