TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall December 10, 2008 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:02 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on December 7, 2008, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 7:00 a.m. and 8:00 a.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer arrived at 8:15 p.m. Also in attendance: Mary Emerson and Betty Seckora. 4. Approval of the agenda. Discussion and action. On motion by Wallace / Swearingen to approve agenda. Motion carried. 5. Minutes of November 12, 2008 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of November 12, 2008 town board meeting. Chairperson Bethel asked for additions or correction to the minutes. None given. On motion by Wallace / Swearingen to accept minutes as read. Motion carried. 6. Treasurer’s report and report of accounts receivable. Discussion and action. Chairperson Bethel read the treasurer’s report submitted by Treasurer Luell: In the Johnson Bank – As of 10/30/08 in the checking account was $236,911.51. General Deposits $6,879.82. Interest $256.53. Total Credits $244,047.86. Checks Returned $75,734.83. Bank Statement Balance on 11/30/08 $168,313.03. No outstanding checks. Reconciled Balance on 11/30/08 $168,313.03. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Clerk Slabaugh’s summary report on 2008 tax levy and mill rate. Clerk Slabaugh gave a copy, of the summary, of the 2008 tax levy and mill rate to the board. Discussion followed. 8. Zoning permits. Discussion and action. None. 9. Public comments. Comments: Casey Website and snow left on public roads. 10. Road maintenance: Discussion and action. a. Update on fall road projects. Supervisor Swearingen and Chairperson Bethel gave an update on fall road projects. Blackburn Road and Leisure Lake Road are complete. b. Complaints and compliments. Snow left on public roads, plowed by private citizens. Discussion followed. 11. Motion of waiver of Treasurer’s bond per WI Stat 70.67 (2). Discussion and action. On motion by Bethel / Wallace to waiver the treasurer’s bond according to 70.67 (2) of Wisconsin Stats. Motion carried. 12. Motion reallocating $1741 in funds from elected official’s salaries to general fund in 2009 town budget. Discussion and action. Discussion followed. On motion by Bethel / Wallace to reallocate $1,741 in funds from elected official’s salaries to general fund in 2009 town budget. Motion carried. 13. Adoption of Uniform Building Code Ordinance (UBC) and naming Daryl Bazey as UBC Inspector for the Town of Casey. Discussion and action. Chairperson Bethel read the complete Uniform Building Code Ordinance, Number 2008-12. Discussion followed. On motion by Swearingen / Wallace to adopt the Uniform Building Code Ordinance, Number 2008-12. Motion carried. On motion by Bethel / Swearingen to appoint Daryl Bazey to the position of Town of Casey Uniform Dwelling Code Building Inspector commencing on January 1, 2009. Motion carried. 14. Proposed resolution expanding Town website to include contact information for local merchants. Discussion and action. Chairperson Bethel read the Town of Casey Website Approval and Notice Resolution the creation of a website tab listing the phone number and /or website links for local businesses approved for inclusion on the website tab by motion of the Casey Town Board. Discussion followed. Roll call vote: Bethel, yea; Swearingen, yea; Wallace, yea. Resolution adopted this 10th day of December 2008. 15. Applications for Liquor, Cigarette, and Operators Licenses. Examination and action. Application for beer and liquor license from: Kimberly R Regner, agent for Pair O Lakes Lodge, Inc., trade name Pair O Lakes Lodge, in Section 25. Board viewed and discussed the application. On motion by Wallace / Bethel to grant Pair O Lakes Lodge, Inc. a beer and liquor license. Motion carried. Application for cigarette license from: Kimberly R. Regner, agent for Pair O Lakes Lodge, Inc., trade name Pair O Lakes Lodge. Application viewed and discussed. On motion by Wallace / Bethel to grant Pair O Lakes Lodge, Inc. a cigarette license. Motion carried. 16. Report on workshops attended and those who will be attending upcoming workshops. There were no workshops attended. Upcoming workshop – February 7, 2009, at Siren (Northwoods Crossing Event Center), will be the WTA District Meeting. Discussion followed. On motion by Bethel / Wallace to pay for the Town Board to attend the WTA meeting at Siren on February 7, 2009. Motion carried. 17. Correspondence. Action and filing. Correspondence read by board. On motion by Swearingen / Bethel to file correspondence. Motion carried. 18. Paying of bills. Discussion and action. Bills numbers 4915 – 4930 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Wallace / Swearingen to pay bills numbers 4915 – 4930. Motion carried. 19. Set date for next town board meeting and election caucus. The next town board meeting will be Wednesday, January 14, 2009 following the Election Caucus which starts at 7:00 p.m., at the Casey Town Hall. 20. Adjournment.
