TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall April 15, 2009 Approximately 7:30 p.m. Minutes 1. Call the town board meeting to order. At 7:21 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on April 11, 2009, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E and at the junction of Blackburn Road and County Trunk E between the hours of 9:30 a.m. and 10:30 a.m. 3. Roll Call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk and Cherie Luell, Treasurer. Also in attendance: Mary Emerson, Betty Seckora, Zane Korthof, Jason Pearson, Dave Railsback, Don Antczak, Mike Dostal, Roy Ronningen, Joe Norton , Lee Norton and Craig Martin. 4. Approval of agenda. Discussion and action. On motion by Swearingen / Wallace to approve agenda. Motion carried. 5. Minutes of March 11, 2009 town board meeting. Discussion and action Clerk Slabaugh read the minutes of March 11, 2009 town board meeting. Chairperson Bethel asked for additions or corrections to the minutes. None given. On motion by Wallace / Swearingen to accept minutes as read. Motion carried. 6. Treasurer’s report, tax collection report, and report of account receivable. Treasurer Luell gave the following report: In the Johnson Bank – as of 02/28/09 in the checking account was $265,976.76. General Deposits $1,799.41. Interest $256.05. Total Credits $268,032.22. Check Returned $40,720.36. Bank Statement Balance 03/31/09 $227,311.86. No Outstanding Checks. Reconciled Balance 03/31/09 $227,311.86. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Public comments. None. 8. Zoning permits. Discussion and action. None. 9. Road maintenance: Discussion and action. a. Complaints and Compliments. None. b. Opening bids for blacktopping of Leisure Lake, Townsend and Blackburn Road, seasonal patching, crack sealing, and mowing. Discussion and action. Annual Summer Mowing bids opened. One bid received from each of the following: Ullom Repair & Contracting and Evergreen Excavating. Bids discussed. On motion by Swearingen / Wallace to accept the bid from Ullom Repair & Contracting. Motion carried. Periodic Road Patching bids opened. One bid received from each of the following: Evergreen Excavating and Norton Excavating. Bids discussed. On motion by Swearingen / Wallace to accept the bid from Norton Excavating. Motion carried. Crack Sealing - Lower McKenzie Road bids opened. One bid received from each of the following: Seal-Coat Specialties for $7,161.00, Fahrner Asphalt Sealers for $6,500.00 and Roy’s Sealcoating for $6,000.00. Crack Sealing – segments of Little Bass Lake, Big Bass Lake Roads, and in their entirety Melsvck, Section One, and Casey Lake Roads bids opened. One bid received from each of the following: Seal-Coat Specialties for $7,348.00, Fahrner Asphalt Sealers for $4,375.00 and Roy’s Sealcoating for $2,415.00. Discussion followed. On motion by Bethel / Wallace to table Crack Sealing bids until the May 2009 town board meeting. Motion carried. Blacktopping of Leisure Lake and Townsend Roads bids opened. One bid received from each of the following: Washburn County Highway Department, Monarch Paying Company, and Scott Construction. Bids discussed. On motion by Swearingen / Bethel to accept the bid from Monarch Paying Company, 22’ Wide for $74,694.46 and shouldering for $6,344.80. Motion carried. Blacktopping of Blackburn Road bids opened. One bid received from each of the following: Washburn County Highway Department, Monarch Paying Company, and Scott Construction. Bids discussed. On motion by Swearingen / Wallace to accept the bid from Scott Construction, 20’ Wide for $46,461.00 and shouldering for $2,200.00. Motion carried. Reconstruction of Loon Lake Road bids opened. One bid received from each of the following: Jim Miller Excavating, Inc. for $83,722.93, Antczak Construction, Inc. for $83,900.00, Cemstone Ready Mix, Inc. for $70,650.00, A & J Excavating for $77,461.50, Norton Excavating for $104,218.00, Evergreen Excavating for $94,990.00, and Washburn County Highway Department estimated at $160,500.00. Bids discussed. On motion by Bethel / Wallace to accept the bid from Cemstone for $70,650.00. Motion carried. c. Establish date for annual town board tour of town roads. Discussion and action. Discussion followed. The annual town road tour will be Saturday, April 18, 2009, leaving the town hall at 7:00 a.m. 10. Update on federal funding requests for road maintenance and re-engineering projects. Chairperson Bethel gave an update on federal funding requests for road maintenance and re-engineering projects. 11. Bonding for Town Treasurer and Clerk. Discussion and action. Discussion followed. On motion by Chairperson Bethel, In compliance with WI Stat. 70.67 (2) I hereby make a motion to renew bond at the established levels for Corinne Slabaugh, Clerk and Cherie Luell, Treasurer. Seconded by Supervisor Swearingen. Motion carried. 12. Review of election, and polling place questionnaire. Discussion and action. Clerk Slabaugh presented the 2009 Polling Place Accessibility Survey to the board. Discussion followed. 13. Report on workshops attended and those who will be attending upcoming workshops. Discussion and action. Discussion followed. 14. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Swearingen to file correspondence. Motion carried. 15. Paying of bills. Discussion and action. Bills numbers 4995 – 5026 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Bethel / Wallace to pay bills numbers 4995 – 5026. Motion carried. 16. Adjournment. At 9:25 p.m., on motion by Bethel / Wallace to adjourn. Motion carried.
